Hot-Dip Galvanized Steel Sheet and Strip Market: Japan’s Anti-Dumping Action Accelerates the Shift Toward Regional Competition
Japan’s Preliminary Anti-Dumping Determination
On July 24, 2026, Japan issued an affirmative preliminary anti-dumping determination covering certain hot-dip galvanized steel coil, sheet and strip originating in China and South Korea. The investigation found preliminary evidence of dumping and material injury to Japan’s domestic industry. The case was initiated following a petition filed by Japanese steel producers in April 2025, with the investigation launched in August 2025.
The preliminary dumping margins were 63.95%–68.67% for relevant Chinese suppliers and 32.49%–42.69% for relevant South Korean suppliers. However, these figures are preliminary dumping margins rather than anti-dumping duties already imposed. Japan has not yet announced provisional or definitive duties, and the investigation period has been extended to December 12, 2026.
Product Scope Remains Limited
The investigation covers selected hot-dip galvanized flat-rolled products, including coil, strip and sheet, primarily used in guardrails, housing, fencing and household-appliance components. Certain corrugated products, galvannealed products meeting specified coating conditions, and selected zinc-aluminum-magnesium and aluminum-magnesium-nickel coated products are excluded.
Therefore, the case should not be interpreted as a restriction on the entire global hot-dip galvanized steel market. Its direct impact is concentrated on qualifying products originating in China or South Korea and entering Japan. Conventional GI products have relatively high exposure, while automotive GA and certain specialty coated materials are comparatively less affected.
Global Market Maintains Steady Growth
The global hot-dip galvanized steel sheet and strip market generated approximately US$98.9 billion in revenue in 2025, is estimated to reach US$102.2 billion in 2026, and is projected to reach US$124.1 billion by 2032, representing a CAGR of approximately 3.29% from 2025 to 2032.
Strip products dominate the market, accounting for approximately 82.35% of global revenue in 2025, with the share expected to rise to 83.80% by 2032. Cold-rolled-substrate galvanized products are also gaining share as customers increasingly demand better surface quality, coating uniformity, flatness, deep-drawing performance and paintability.
Automotive Becomes a Major Growth Engine
Construction and infrastructure remained the largest application in 2025, representing approximately 38.20% of global revenue. Although its share is expected to decline to 35.80% by 2032, demand will remain supported by infrastructure renewal, guardrails, building envelopes, warehouses and agricultural facilities.
Automotive applications are expanding faster, with their market share expected to increase from 27.85% in 2025 to 30.10% in 2032 and a CAGR of approximately 4.44%. Corrosion protection, lightweighting, high-strength steel and improved coating performance are supporting this shift. HVAC, electrical equipment and industrial applications are also expected to outperform the overall market as data centers, power infrastructure, automation and equipment replacement generate additional demand.
Japan’s Trade Action Will Reshape Supply Rather Than Global Demand
Japan’s anti-dumping case is unlikely to fundamentally change global consumption of galvanized steel. Its primary impact will be on supply sources, regional pricing, trade flows and supplier shares.
If definitive measures are imposed, Chinese and South Korean GI products entering Japan could face higher landed costs and greater quotation uncertainty. Japanese buyers may respond by increasing domestic procurement, sourcing from Taiwan or other third countries, or renegotiating existing contracts. At the same time, products originally destined for Japan could be redirected toward Southeast Asia, the Middle East, Latin America and other markets, potentially intensifying regional price competition.
The Core of the Anti-Dumping Case: Import Substitution During Demand Contraction
The key issue is not simply that Chinese and South Korean steel producers have lower costs. Their products were sold in Japan at prices approximately 10%–20% below comparable Japanese products, creating pressure on domestic pricing and purchasing decisions.
More importantly, Japanese demand declined while imports from China and South Korea increased. During FY2022–FY2024, combined imports rose from 518,293 metric tons to 638,905 metric tons, an increase of approximately 23.3%. By FY2024, the two countries represented approximately 89.0% of Japan’s imports of the relevant products. This indicates that import growth was increasingly associated with substitution for domestic supply rather than simply meeting additional market demand.
Pressure on Japanese Steelmakers
Standard construction-grade, appliance-grade and general industrial GI products are relatively standardized and price-sensitive. Persistent import quotations below domestic prices can affect Japanese producers in two ways: customers may directly switch to imports, while import prices can also become benchmarks in domestic price negotiations.
From FY2022 to FY2024, the domestic sales volume index for the Japanese like product declined by 21 points, market share fell by 13 points and production decreased by 16 points. Given the high fixed-cost structure of steelmaking and continuous galvanizing operations, lower utilization can significantly increase unit costs and accelerate margin pressure.
Competition Is Moving from Export Price to Regional Supply Capability
Major global producers include ArcelorMittal, China Baowu, Nippon Steel, POSCO, JFE Steel, Nucor, Hyundai Steel, HBIS and Angang. However, exposure to the Japanese case depends primarily on whether individual suppliers export products covered by the investigation from China or South Korea to Japan.
Third-country suppliers may capture part of the displaced demand. Taiwan already represents an important alternative source, accounting for approximately 97.1% of Japan’s third-country imports of the relevant products in FY2024. Nevertheless, replacement opportunities will depend on price, specifications, qualification requirements, lead times and available capacity—not origin alone.
Future Market Outlook
If Japan ultimately imposes anti-dumping measures, the immediate effect will likely be higher costs and greater uncertainty for standard GI products from China and South Korea. Over the longer term, competition will increasingly depend on regional production capacity, local inventory, delivery networks, customer qualification, specialty-product capabilities, origin compliance and cross-market order allocation.
Commodity-grade GI products will remain more exposed to price competition and trade remedies, while automotive-grade GA, high-corrosion-resistance coated steel and other specialty products will depend more heavily on technology, qualification and long-term customer relationships.
Overall, Japan’s preliminary determination is unlikely to derail global market growth, but it highlights a broader structural transition: the hot-dip galvanized steel industry is moving from highly concentrated cross-regional low-cost supply toward regionalized manufacturing, localized sourcing and differentiated product competition.
